Meet our Team
The County of Maui has retained an impressive team of consultants to assist the County with drafting a new zoning code. This team has unsurpassed breadth and depth of experience working on zoning codes in more than one-third of the U.S. with communities as diverse as Camden SC, Kenton County KY, Duxbury VT, Oxford MS, and Missoula County MT as well as in Oʻahu and every county in Hawaiʻi. The team is composed of leaders in their professions with extensive knowledge of best practices, emerging trends, and zoning approaches. Team members are listed below with a short description of each firm and their role in the Title 19 Rewrite.

Orion Planning + Design (OPD) is a multi-disciplined firm consisting of leaders in planning and design with experience working in many different communities across the U.S. We believe in collaborative planning processes and place-based context-sensitive solutions. We also believe in a strong team environment and a locally driven process for planning and ordinance development. OPD is the lead firm on the T19 consulting team and is responsible for managing the project including outreach, code development, training, and development of an online interactive version of the code. OPD will work closely with county staff and planning commissions to ensure the best possible code for the County of Maui. |

PBR HAWAII & Associates, Inc. (PBR HAWAII) has been based in Hawaiʻi for more than 50 years. We provide services covering all aspects of landscape architecture, land planning, environmental studies, and graphic design. PBR HAWAII engages in a variety of projects ranging from specific site designs to regional and community plans, urban design studies, and large-scale resource inventory and land management projects. Throughout its history, PBR HAWAII has provided professional services to most major landowners and developers in Hawaiʻi in addition to various governmental agencies. As a member of the T19 team, PBR is responsible for environmental standards and cultural context and will provide substantial support for code drafting, outreach, and training. |

Rundell Ernstberger Associates (REA) is a multidisciplinary firm providing urban design, landscape architecture, planning, and civil engineering services. Our work is focused on providing transformational site planning, design and placemaking solutions that are integral to economic development and community enhancement strategies. REA has a diverse, award-winning portfolio that includes planning and design projects focused on urban design, mixed-use development, multi-modal transportation, green infrastructure, placemaking, public spaces, campus and academic environments, healthcare facilities, corporate environments, and specialty landscapes. As a member of the T19 team, REA will assist with code drafting, review, editing, and outreach as well as leading the effort to craft a User’s Guide to T19. |
